Large scale people smuggling from Libya has been endemic for at least fifteen years, is increasing and consists of migrants of different nationalities and social standing.  The revolution in Libya in 2011 and subsequent political upheaval has introduced a broad range of factors into the situation, including the presence of terrorist organisations which make the dynamics of migration by people smuggling interesting to analyse and understand better.  Whilst the people smuggling operations are smaller than those from Turkey into Europe as a result of the Syrian war, they have been more persistent and the national interest expressed by the PM (7th March 2016) is the same which is to “break the business model of the criminal smugglers and stop the desperate flow of people crammed into makeshift vessels from embarking on a fruitless and perilous journey.”  

Under the title “Libya People Smuggling - A Case Study for Defence Engagement", Matthew Sleap and Lawrence Dack presented Telaugos' approach to developing an understanding of Libyan migration through people smuggling which:

  • Builds an information framework based on broad geographical survey of the region that considers both the long term human domain activity and way of life as well as immediate operational issues.
  • Applies the framework to Defence Engagement tasks and objectives to identify a range of appropriate effects and actions.
  • Uses modelling to compare and understand the impact of relevant effects and actions and identify possible outcomes.
